Full title and description

GOST 12.0.003-2015 — System of standards for occupational safety. Dangerous and harmful working factors. Classification. The standard establishes terminology, classification principles and structure for dangerous and harmful production (working) factors used within the System of Occupational Safety Standards (ССБТ) and for development of related normative documents.

Abstract

This interstate (GOST) standard defines the conceptual framework and classification of hazardous and harmful factors present in the production environment and the work process. It specifies categories, sources and detection characteristics of such factors and provides a uniform basis for identifying factors, developing sectoral standards, and supporting methods for risk assessment and occupational-hygiene measures.

General information

  • Status: Active / in force.
  • Publication date: Introduced by order of the Federal Agency for Technical Regulation and Metrology (Rosstandart) on 9 June 2016 and put into effect in the Russian Federation from 1 March 2017; designation year: 2015.
  • Publisher: Interstate (GOST) standard administered through the Interstate Council for Standardization, Metrology and Certification and enacted in Russia by the Federal Agency for Technical Regulation and Metrology (Rosstandart).
  • ICS / categories: ICS 13.100 — Occupational safety; industrial hygiene.
  • Edition / version: GOST 12.0.003-2015 (reissued April 2019); amendments/corrigenda and published notes have been issued (examples: amendments published in IUS 2021, 2022 and 2025 updates).
  • Number of pages: 16 pages (standard text length in available editions).

Scope

The standard applies to the classification of hazardous and harmful production (working) factors across industries. It defines terms and classification principles that may be used directly when developing identification procedures, risk assessment methods, occupational risk registers, and when drafting specific standards and normative acts dealing with particular types of hazards and hygienic requirements in the workplace.

Key topics and requirements

  • Definitions and terminology for dangerous and harmful production factors (distinguishing "dangerous" from "harmful").
  • Classification scheme by nature of effect, source, detectability (organoleptic vs. non-organoleptic), and mechanism of action.
  • Rules for grouping factors to support development of sectoral occupational-safety standards within the SSBT framework.
  • Guidance on using the classification as a basis for identification, risk assessment, and normative limit-setting methods.
  • Notes on the relationship between single-factor and combined (synergistic or antagonistic) effects and implications for safety evaluation.

Typical use and users

Used by national and industry standards developers, occupational-safety specialists, industrial hygienists, safety managers, regulatory authorities, employers and consultants involved in hazard identification, workplace risk assessment, development of sectoral safety requirements, and preparation of safety documentation (risk registers, job hazard analyses, safety standards).

Related standards

Replaces and updates the earlier GOST 12.0.003-74. It is part of the broader SSBT (System of standards for occupational safety) collection and is connected to other GOST/GOST‑R documents on occupational safety and industrial hygiene (for example the GOST 12.0.230 family and various GOST 12.1.x and 12.2.x standards referenced when specifying requirements for individual factors and equipment).
