The regulation sets mandatory safety, identification, labelling and conformity-assessment requirements for food additives, complex additives, flavouring substances and technological aids placed on the single customs territory of the Customs Union / Eurasian Economic Union (EAEU).

Abstract

This technical regulation establishes uniform safety requirements and hygiene limits for food additives, flavouring substances and technological aids, specifies rules for their manufacture, storage, transport, sale and disposal, and defines procedures for identification and conformity assessment (declaration, state registration and related measures) applicable within the Customs Union / EAEU member states. The Regulation includes extensive annexes with permitted additive lists, hygiene norms and maximum permitted levels for specific uses.

Exemptions cover non-commercial home or personal-use activities. The regulation also establishes labelling, identification and conformity-assessment rules for the regulated objects.

Key topics and requirements

  • Definitions and classification of food additives, flavorings and technological aids (including permitted types and exclusions).
  • Safety requirements and hygienic normative limits (maximum permitted levels) for many additive groups and specific uses (detailed in annexes).
  • Requirements for production, storage, transport, sale and disposal to ensure consumer safety and environmental protection.
  • Identification, marking and labelling rules for additives, flavouring preparations and technological aids; rules on the use of the common market circulation mark.
  • Conformity assessment procedures: declaration of conformity, state registration and other assessment forms as specified for particular products and uses.
  • Annexes listing permitted additives, flavouring substances, enzyme preparations, allowable uses and specific limits for sensitive product categories (including infant/children’s foods).
