Full title and description

FNiP No. 533 dated 12.11.2013 — Federal norms and rules in the field of industrial safety: "Rules on the safety of hazardous production facilities where lifting structures (lifting equipment) are used". Approved by Order No. 533 of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor) on 12 November 2013. Establishes mandatory safety requirements for the design, installation, commissioning, operation, maintenance, inspection and decommissioning of lifting equipment and associated processes at hazardous production facilities.

Abstract

This document sets out comprehensive safety rules for hazardous production sites that use stationary and certain mobile lifting structures. It addresses technical requirements for lifting machinery and accessories, procedures for safe operation and maintenance, qualification and duties of personnel, inspection and testing regimes, preventive measures to reduce accident risk, and required documentation and incident response actions. The 2013 FNiP No. 533 was later superseded by a newer edition of the lifting-equipment safety rules published by Rostechnadzor in 2020.

General information

  • Status: Superseded / Replaced (see replacement by FNiP No. 461 dated 26.11.2020; new rules effective 01.01.2021).
  • Publication date: 12 November 2013 (approved by Order No. 533).
  • Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor).
  • ICS / categories: 53.020 — Lifting equipment (cranes, lifting appliances and accessories).
  • Edition / version: Original approval 12.11.2013; contains amendments published in subsequent editorial versions (notably an editorial update in April 2016). Replaced by FNiP No. 461 (Order No. 461) dated 26.11.2020.
  • Number of pages: Approximately 76–83 pages (varies by publisher/format and language edition).

Scope

Applies to hazardous production facilities (OPO) where lifting structures and lifting machinery are used. The rules cover stationary installed lifting mechanisms and a wide range of lifting devices and accessories used in industrial and construction settings, including requirements for their safe inclusion in technological processes at OPOs. Excludes equipment and situations explicitly listed as outside scope in the standard text (special-purpose devices governed by other regulations).

Key topics and requirements

  • Classification of lifting structures and list of equipment subject to the rules (bridge and gantry cranes, tower cranes, mobile cranes, construction hoists, passenger-and-goods lifts with platforms, lifting accessories, etc.).
  • Design, manufacture and installation requirements to ensure structural integrity and safe operation.
  • Technical requirements for safety devices and protective systems (limiters, interlocks, emergency stops, anti-fall measures, load indicators, etc.).
  • Rules for commissioning, routine and periodic inspection, non-destructive testing and expert review (including conditions for mandatory industrial safety expertise where applicable).
  • Requirements for maintenance, repair, records, and marking (including test certificates and documentation to accompany equipment).
  • Personnel requirements: training, certification/attestation, duties and limits of responsibility for operators, riggers, maintenance staff and safety officers.
  • Operational rules: safe lifting practices, prohibition/restrictions on moving loads over occupied premises, arrangement of workplaces and circulation zones, signalling and communications during lifts.
  • Procedures for risk assessment, hazard control, emergency preparedness and accident/incident investigation and reporting.
  • Requirements for temporary and special lifting operations (construction sites, outsourced lifting services, third-party contractors).

Typical use and users

Used by industrial safety specialists, plant and site managers, engineers and designers of lifting equipment, crane manufacturers and suppliers, inspection and certification bodies, maintenance and repair contractors, training and personnel certification organizations, and legal/compliance teams at hazardous production facilities. Also referenced by expert organizations conducting industrial safety examinations and by regulators when assessing compliance.

FAQ

Q: What is this standard?

A: FNiP No. 533 dated 12.11.2013 is a set of federal norms and rules issued by Rostechnadzor that established mandatory safety requirements for hazardous production facilities where lifting structures and lifting equipment are used.

Q: What does it cover?

A: It covers technical, organisational and procedural safety requirements for design, manufacture, installation, commissioning, operation, maintenance and inspection of lifting equipment and accessories; personnel qualifications and duties; safe work practices; and procedures for accident prevention and emergency response at hazardous production sites.

Q: Who typically uses it?

A: Industrial safety officers, plant managers, crane operators and riggers, equipment manufacturers and suppliers, inspection and certification bodies, engineering and maintenance teams, and expert organizations conducting industrial safety evaluations.

Q: Is it current or superseded?

A: FNiP No. 533 (12.11.2013) has been superseded. The successor document is FNiP No. 461 approved by Rostechnadzor on 26 November 2020 and put into effect on 1 January 2021. Organizations should follow the active rules in force (the 2020/461 edition) while retaining any historical records required by regulators.

Q: Is it part of a series?

A: Yes. It is part of the family of Federal norms and rules in the field of industrial safety (FNiP / ФНиП ПБ), which address different hazard types, equipment classes and process safety topics; other FNiP documents cover related areas such as explosion safety, pressure equipment, and specific machine classes.

Q: What are the key keywords?
