Full title and description
FNiP No. 42 dated 06.02.2014 — Federal norms and rules in the field of industrial safety "Rules for safety of passenger ropeways and funiculars" (approved by order of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) No. 42 of 06 February 2014; amended 28 April 2016).
Abstract
This document sets mandatory industrial-safety requirements for passenger ropeways and funiculars across their life cycle: design, manufacture, installation, commissioning, operation, maintenance, repair, modernization and decommissioning. It defines responsibilities of owners, manufacturers and operating organizations, prescribes technical and organizational safety measures, inspection and documentation requirements, emergency procedures and mandatory record forms for safe exploitation of passenger ropeway installations and funicular systems.

Scope
The FNiP covers passenger ropeway installations and funiculars: suspended and fixed-track systems whose rolling stock transports passengers (including chairlifts, gondola lifts, aerial tramways, single-loop and pendulum systems, and similar installations). It applies to all stages of the equipment lifecycle on sites classified as dangerous production facilities where such installations are used. The document excludes technical rules that fall under other specialized technical regulations where explicitly indicated.
Key topics and requirements
- Life-cycle safety requirements: design, manufacturing, installation, testing, commissioning, operation, maintenance, repair and modernization of passenger ropeways and funiculars.
- Obligations of owners/operators: ensuring safe condition, organizing maintenance, production control, periodic inspections, technical certification and industrial safety expert reviews.
- Technical requirements for equipment: drives, traction and carrying ropes, tensioning devices, supports, braking and emergency-stop systems, signalling and communication devices, operator control stations and safety interlocks.
- Human factors and access: safe access for maintenance, anti-slip surfaces, guardrails, designated attachment points for personal fall protection, and operator / service personnel qualifications and training.
- Documentation and labeling: requirements for technical and operational documentation in Russian, equipment passports, marking of danger zones and non-erasable safety signs, and mandatory log forms and records.
- Inspection, testing and recordkeeping: schedules and forms for monthly, quarterly and annual inspections; rope damage schemes; testing of protective devices and emergency procedures.
- Requirements for imported equipment: conformity with the FNiP technical requirements when equipment is procured from abroad.
- Emergency and communication systems: mandatory functioning of public-address systems, emergency stopping accessible to staff, and procedures to ensure communication in power-loss conditions.
Typical use and users
Primary users include ropeway and funicular owners and operators, equipment manufacturers and suppliers, designers and engineering contractors, commissioning and maintenance organizations, industrial-safety and regulatory inspectors, certification bodies, and consultants responsible for compliance, safety audits and accident investigation.
Related standards
Predecessor national rules on passenger ropeways (earlier PB-series documents) and subsequent national FNiP replacing documents (approved later). The FNiP references applicable federal law on industrial safety, technical regulations of the Customs Union and relevant national standards (GOST/R) for ropeway components, drives and safety devices. It was later superseded by updated FNiP documents addressing passenger ropeway safety.

FAQ
Q: What is this standard?
A: FNiP No. 42 (06.02.2014) is a set of mandatory federal norms and rules issued by Rostekhnadzor that established industrial-safety requirements for passenger ropeways and funiculars in the Russian Federation.
Q: What does it cover?
A: It covers safety requirements across the life cycle of passenger ropeways and funiculars — design, manufacture, installation, commissioning, operation, maintenance, repairs, modernization, inspections, documentation and emergency arrangements.
Q: Who typically uses it?
A: Operators and owners of ropeways and funiculars, equipment manufacturers, designers, maintenance and commissioning organizations, safety engineers, and regulatory/inspection bodies.
Q: Is it current or superseded?
A: Superseded/withdrawn. The document was effectively removed from force as part of regulatory updates and replacement FNiP documents; it ceased to be in force on 1 January 2021 and was replaced by later Rostekhnadzor rules enacted in late 2020 and thereafter.
Q: Is it part of a series?
A: Yes — it belongs to the system of Federal norms and rules (FNiP/FNP) on industrial safety issued by Rostekhnadzor and is associated with other PB/FNП documents governing ropeways, cableway equipment and related industrial-safety areas.
Q: What are the key keywords?
