Federal norms and regulations in the field of industrial safety 'Safety rules of chemically hazardous production facilities' Order No. 500 dated 07.12.2020 of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor)
Full title and description
FNiP No. 500 dated 07.12.2020 — Federal norms and rules in the field of industrial safety: "Rules for safety of chemically hazardous production facilities" (approved by Order No. 500 of the Federal Service for Environmental, Technological and Nuclear Supervision — Rostekhnadzor).
Abstract
This document (FNiP No. 500, 07 Dec 2020) consolidates mandatory federal norms and rules governing the safety of chemically hazardous production facilities (ХОПО). It sets requirements for design, construction, operation, maintenance, process control, monitoring and emergency preparedness at sites where toxic, highly toxic, oxidizing or environmentally hazardous chemical substances are produced, used, stored, transported or destroyed. The rules were approved by Rostekhnadzor and entered into force on 1 January 2021.
General information
- Status: In force (approved by Order No. 500); effective from 01 January 2021 (period of validity published to 01 January 2027).
- Publication date: Signed 07 December 2020; officially published on the legal information portal in December 2020 (official publication entries from December 2020).
- Publisher: Approved and issued by the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor).
- ICS / categories: Industrial safety; chemical process safety; occupational health & safety; process plants and equipment (applicable national regulatory category: Federal norms and rules in the field of industrial safety for chemically hazardous production facilities).

- Number of pages: Official electronic editions and commercial printings vary by publisher/format; commonly distributed digital/print versions are reported at approximately 303–304 pages (page count varies by edition).
Scope
FNiP No. 500 establishes safety requirements applicable to chemically hazardous production facilities (ХОПО) where chemical substances that are toxic, highly toxic, oxidizing or otherwise hazardous to the environment are manufactured, processed, used, stored, transported or destroyed. The rules cover organizational and technical measures to prevent accidents and minimize consequences, including requirements for process design, equipment, instrumentation and control systems, ventilation, storage and handling, monitoring and alarm systems, documentation and recordkeeping, personnel training and emergency response planning.
Key topics and requirements
- Classification and registration of chemically hazardous production facilities (ХОПО) and assignment of hazard classes.
- Risk assessment, safety case elements and process hazard analysis for hazardous processes.
- Design and construction requirements for process units, storage tanks, pipelines, containment and ventilation systems.
- Instrumentation, automatic monitoring, gas detection and alarm systems (requirements for continuous monitoring where applicable).
- Operational procedures, maintenance programs, periodic inspection and testing of safety-critical equipment.
- Storage, labeling, handling and transportation of hazardous chemicals, including segregation and containment.
- Personnel qualifications, training, access control and communication systems for safe operations.
- Emergency preparedness and response, incident investigation, reporting and corrective actions.
- Documentation, recordkeeping and reporting to regulatory authorities; responsibilities of owner/operator and supervising bodies.
Typical use and users
Used by process safety engineers, facility designers, operating companies, safety managers, maintenance planners, regulatory compliance specialists, auditors and government inspectors. It is applied during project design, commissioning, operation, inspections, safety analyses, and in the preparation of emergency response and process safety documentation for chemically hazardous sites.
Related standards
FNiP No. 500 replaces earlier national rules and sits alongside other federal norms and orders governing industrial safety (for example, earlier Rostekhnadzor rules/orders addressing chemical safety and certain sectoral safety FNiP documents). It interoperates with related FNiP and regulatory instruments for equipment under pressure, explosion/fire safety, and occupational safety; previous national orders such as the earlier Rostekhnadzor rules (for example, the order series from 2013/2014) are referenced where superseded.

FAQ
Q: What is this standard?
A: FNiP No. 500 (07.12.2020) is the federal set of norms and rules entitled "Rules for safety of chemically hazardous production facilities", approved by Rostekhnadzor by Order No. 500 and establishing mandatory industrial-safety requirements for chemically hazardous sites.
Q: What does it cover?
A: It covers classification of chemically hazardous facilities, design and construction requirements for process and storage equipment, monitoring and alarm systems, operational procedures, maintenance and inspections, personnel training, emergency response and reporting obligations — in short, the comprehensive safety lifecycle for ХОПО.
Q: Who typically uses it?
A: Facility owners/operators, design institutes, process and safety engineers, maintenance and operations teams, auditors, and regulatory inspectors use the standard to design, operate and verify safety measures at chemically hazardous production sites.
Q: Is it current or superseded?
A: The order was signed on 07 December 2020 and entered into force on 01 January 2021; its published validity was set through 01 January 2027 under the official registration details. Work to update or replace these FNiP provisions has been discussed with potential new editions planned for the 2027 timeframe.
Q: Is it part of a series?
A: Yes — the document is one of the federal norms and rules (ФНП) in the Russian system of industrial safety regulation. It is part of the broader FNiP/ФНП corpus administered by Rostekhnadzor and cross-referenced with other specific FNiP documents addressing pressure equipment, explosion and fire safety, etc.
Q: What are the key keywords?
A: Chemically hazardous production facilities (ХОПО), industrial safety, process safety, Rostekhnadzor, emergency preparedness, gas monitoring, hazardous substances, storage and handling, safety documentation.
