Full title and description

GOST 12.1.019-79 — System of labour safety standards. Electrical safety. General requirements and nomenclature of kinds of protection. The standard establishes general electrical safety requirements for electrical installations of industrial and domestic use and defines the nomenclature of protection types against electric shock, electric arc and electromagnetic fields.

Abstract

GOST 12.1.019-79 (designation year 1979, published 1980) provides concise, high-level requirements intended to prevent dangerous and harmful effects of electric current, electric arc and electromagnetic fields on people at all life-cycle stages of electrical installations (design, manufacture, installation, commissioning, testing and operation). It explicitly does not set requirements for protection against static and atmospheric electricity. The text incorporated Amendment No.1 (1986).

General information

  • Status: Withdrawn / ceased to be effective in the Russian Federation as of 1 January 2011 (утратил силу в РФ).
  • Publication date: Designation year 1979; official publication date recorded as 01 July 1980.
  • Publisher: State standards system (Gosstandart / interstate standard under the USSR/System of standards for labour safety — ССБТ).
  • ICS / categories: Classified within labour-safety / electrical safety classifiers (OKS/SSBT categories; often cross-referenced under classifiers for safety and environment in construction and industrial standards).
  • Edition / version: Original GOST 12.1.019-79 with Amendment No.1 (1986) noted in official references.
  • Number of pages: 5 pages (short-format standard).

Scope

This standard applies to electrical installations for industrial and domestic use across the stages of design, manufacture, installation, adjustment, testing and operation. It sets general measures and the nomenclature of protection types intended to prevent dangerous and harmful effects on people from electric current, electric arc and electromagnetic fields; it does not cover protection from static electricity or atmospheric (lightning) electricity.

Key topics and requirements

  • General electrical safety principles for electrical installations (design through operation).
  • Classification and nomenclature of types (kinds) of protection against electric shock, electric arc and electromagnetic fields.
  • Preventive requirements to reduce hazardous and harmful effects of electric current and electric arc on personnel.
  • Requirements related to protective measures, marking and terminology used in the System of Standards for Labour Safety (ССБТ).
  • Scope exclusions — static and atmospheric electricity are explicitly outside the standard's coverage.

Typical use and users

Used as a reference by electrical designers, safety and occupational health specialists, equipment manufacturers, installers, commissioning engineers, inspectors and standards libraries. In practice it served as a foundational safety classification and terminology source within the USSR and successor standardization contexts until it was withdrawn in national application.

Related standards

GOST 12.1.019-79 has been referenced by and cross-linked with other GOST/GOST R standards in the GOST 12 series (System of standards for labour safety) and related technical standards; examples of related/referencing documents include standards such as GOST 12.1.004, GOST 12.1.005, GOST 12.1.010 and other GOSTs used in electrical safety and construction safety collections. (Those references appear in national catalogs and regional compilations that list interlinked standards.)

FAQ

Q: What is this standard?

A: GOST 12.1.019-79 is a short USSR-era safety standard in the System of Standards for Labour Safety that defines general electrical safety requirements and the nomenclature of protection types for electrical installations.

Q: What does it cover?

A: It covers general requirements to prevent hazardous and harmful effects of electric current, electric arc and electromagnetic fields on people at design, manufacture, installation, commissioning, testing and operation stages; it excludes static and atmospheric electricity.

Q: Who typically uses it?

A: Engineers, occupational-safety specialists, equipment manufacturers, installers and compliance auditors historically used it as a terminology and classification reference within the broader GOST 12 safety family.

Q: Is it current or superseded?

A: The standard is withdrawn (утратил силу) in the Russian Federation effective 1 January 2011; users should consult current national/regional GOST R / technical regulations or updated industry standards that replaced or superseded its provisions.

Q: Is it part of a series?

A: Yes — it is part of the GOST 12 series (System of standards for labour safety, ССБТ) and is cross-referenced by many other safety and construction standards within that system.

Q: What are the key keywords?

A: Electrical safety, electrobbezopasnost, nomenclature of protection, electric shock, electric arc, electromagnetic field, labour safety, GOST 12.1.019-79.
