Plywood for general use with outer layers of deciduous veneer. Specifications
Full title and description
GOST 3916.1-2018 — Plywood for general use with outer layers of deciduous veneer. Specifications. National (Russian/Interstate) standard that sets technical requirements, classification, test methods, marking, packaging, storage and transport rules for general‑purpose plywood whose face (outer) veneers are of deciduous (hardwood) species.
Abstract
This standard establishes requirements for production and acceptance of general‑purpose plywood with outer layers of deciduous veneer. It covers definitions, classification by appearance and mechanical/physical properties, glue/water‑resistance classes, dimensional and surface finish requirements, sampling and test methods, marking, packaging, storage and transport. GOST 3916.1-2018 replaces the earlier 1996 edition and aligns requirements with contemporary safety and environmental indicators (including formaldehyde emission classes) for plywood used in construction, furniture and other industrial applications.
General information

- Publication date: Issued 17 July 2018; introduced into force 1 April 2019
- Publisher: Federal Agency for Technical Regulation and Metrology (Rosstandart) / Interstate standard

Scope
Applies to general‑purpose plywood with outer (face) layers made from deciduous (hardwood) veneer. The standard does not apply to special‑purpose plywood (for example specialized technical laminates) or veneered plywood covered with decorative facings beyond the specified outer veneers. It is intended for plywood used in construction, joinery, furniture production, packaging and other general industrial applications.
Key topics and requirements
- Definitions and classification of plywood by appearance (grades E (elite), I, II, III, IV) based on combination of face veneer grades.
- Classification by glue/water‑resistance: types for interior and exterior use (commonly FK, FSF or equivalent designations for water resistance).
- Surface treatment categories: non‑sanded (NS), sanded one side (S1) and sanded two sides (S2), with corresponding tolerance and finish requirements.
- Dimensional tolerances: sheet sizes, thickness ranges and permissible deviations; veneer sheet thickness ranges for layers and total panel thickness limits.
- Mechanical and physical property requirements: static bending, tensile strength of glue lines, moisture content limits, and resistance to chipping/edge strength where applicable.
- Formaldehyde emission and health/safety indicators: provisions for low emission classes (e.g., E0.5 / ultra‑low) as appropriate for intended use.
- Marking, labeling and product documentation requirements, including grade, glue class, size, batch/lot identification and compliance marks.
- Sampling and test methods for acceptance testing, referencing relevant test standards and normative documents for measuring mechanical, physical and hygienic characteristics.
- Requirements for packaging, storage and transportation to preserve product quality during handling and delivery.
Typical use and users
Manufacturers and quality/standards departments of plywood mills; product engineers and buyers in construction, furniture and interior industries; procurement and quality assurance teams in public and private sector projects; testing laboratories performing acceptance and certification tests; customs and conformity assessment bodies handling trade in plywood products.
Related standards
Normative references and related documents include the superseded GOST 3916.1-96, and other regional and national plywood/wood panel standards and test methods. The standard is prepared with reference to related GOST/EN documents covering test methods, formaldehyde emission limits and fire/safety classifications (examples: EN/ISO test method equivalents and relevant GOST test standards for bending, moisture determination, adhesives and fire behaviour). Users should consult the normative reference list in the standard for the complete set of related documents.

FAQ
Q: What is this standard?
A: GOST 3916.1-2018 is the Russian/Interstate technical standard specifying technical requirements and testing/acceptance rules for general‑purpose plywood with outer layers of deciduous (hardwood) veneer.
Q: What does it cover?
A: It covers classification by grade and glue class, dimensional and surface requirements, mechanical and physical properties, sampling and test methods, marking, packaging, storage and transport requirements, and hygienic/emission characteristics for general‑purpose hardwood‑faced plywood.
Q: Who typically uses it?
A: Plywood manufacturers, product engineers, quality assurance and procurement teams in construction and furniture industries, testing laboratories and conformity assessment bodies, and procurement authorities specifying material requirements.
Q: Is it current or superseded?
A: The 2018 edition (GOST 3916.1-2018) is the current active version; it replaced the earlier GOST 3916.1-96. It entered into force on 1 April 2019.
Q: Is it part of a series?
A: Yes — it belongs to the GOST 3916 series of standards relating to plywood. The numbering (3916.1) denotes the part addressing general‑purpose plywood with deciduous face veneers; other parts or related GOSTs address different plywood types, test methods or product families.
Q: What are the key keywords?
A: Plywood, deciduous veneer, birch plywood, grades (E, I–IV), water resistance (FSF/FK), surface finish (NS/S1/S2), formaldehyde emission, GOST 3916.1-2018.
