Full title and description

Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor) Order No. 116 dated 25 March 2014 — "On approval of the Federal norms and rules in the field of industrial safety: Rules of industrial safety for hazardous production facilities at which equipment operating under excess pressure is used" (commonly referenced as ФНП ОРПД). The Order establishes mandatory federal norms and rules for design, manufacture, installation, commissioning, operation, maintenance, technical diagnostics and decommissioning of pressure equipment used on industrial sites.

Abstract

Order No. 116 (25.03.2014) approved a comprehensive set of Federal Norms and Rules (FNP) that set requirements for safety of equipment operating under excess pressure (pressure vessels, boilers, steam and hot-water piping, gas cylinders, tanks, barochambers and associated systems). The rules cover classification and accounting of equipment, technical documentation, requirements for specialized organizations, inspection and non-destructive testing, operational and emergency procedures, and responsibilities of owners and operators. These FNP were later amended and ultimately replaced by a newer Rostechnadzor Order in 2020.

General information

  • Status: Superseded / cancelled (replaced by Rostechnadzor Order No. 536 of 15.12.2020; ceased to be in force from 01.01.2021).
  • Publication date: Signed 25 March 2014; registered in the Ministry of Justice on 19 May 2014 (registration No. 32326); first official publication appeared in federal bulletin in 2014; came into effect later in 2014 (see notes).
  • Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor / Федеральная служба по экологическому, технологическому и атомному надзору).
  • ICS / categories: Regulatory document for industrial safety related to pressure equipment (commonly referenced by the internal code ФНП ОРПД; relates to industrial safety, pressure vessels, boilers, piping and process equipment).
  • Edition / version: Original — 25.03.2014 (with later amendments, notably by Rostechnadzor Order No. 539 of 12.12.2017); final replacement edition — Rostechnadzor Order No. 536 (15.12.2020).
  • Number of pages: Documented compilations of the FNP ORPD (the consolidated rule text) run to roughly the order of 150–200 pages in published PDF editions (example compiled edition noted as ~177 pages).

Scope

The Order and attached Federal Norms and Rules apply to hazardous production facilities where equipment operating under excess pressure is used — generally equipment with working pressure above approximately 0.07 MPa (0.7 kgs/cm²). The scope includes steam and hot-water boilers (including electric boilers), steam and liquid vessels, pressure piping for steam and hot water, storage tanks, cylinders and other pressure-containing devices, as well as related systems and auxiliary equipment. The FNP also lists specific exclusions and threshold criteria (for small-volume or low-pressure devices) and sets out which mobile, transportable or specially exempt equipment are outside the rules’ application.

Key topics and requirements

  • Definition and classification of pressure equipment subject to regulation (vessels, boilers, piping, barochambers, cylinders, tanks, etc.).
  • Thresholds and exclusions based on pressure/volume criteria and intended use.
  • Requirements for design, calculation, material selection, and construction.
  • Rules for installation, mounting, and commissioning of pressure equipment on sites.
  • Documentation: passports, operation manuals, maintenance records and logbooks.
  • Requirements for organization of maintenance, scheduled inspections, technical diagnostics and non-destructive testing.
  • Qualification and responsibilities of specialized organizations and personnel (including attestation and licensing where applicable).
  • Operational safety measures, safety devices (relief valves, instrumentation), alarm and control systems, and emergency procedures.
  • Requirements for registration, accounting and state oversight of certain categories of pressure equipment and hazardous production facilities.
  • Rules for repairs, reconstruction, modernization and decommissioning of pressure equipment.

Typical use and users

Operators and owners of industrial facilities that use boilers, pressure vessels, heat exchangers, piping systems and tanks; engineering designers and manufacturers of pressure equipment; maintenance and inspection organizations; safety and compliance officers; technical diagnostic laboratories; and regulatory/inspection bodies that enforce industrial safety requirements. The document was used as a primary regulatory baseline for safety management of pressure equipment in Russia until its replacement.

Related standards

Related regulatory and normative instruments include the Federal Law on Industrial Safety of Hazardous Production Facilities (116‑ФЗ), other Rostechnadzor FNPs governing specific hazard categories, and the later consolidated Rules for pressure equipment approved by Rostechnadzor Order No. 536 (15.12.2020) which replaced Order No. 116. The Order was also subject to amendments (for example, by Order No. 539 of 12.12.2017) before being superseded.

FAQ

Q: What is this standard?

A: It is a Rostechnadzor Order (No. 116 of 25 March 2014) that approved the Federal Norms and Rules (FNP) providing mandatory industrial-safety requirements for facilities using equipment operating under excess pressure (pressure equipment).

Q: What does it cover?

A: It covers safety requirements across the lifecycle of pressure equipment — classification, design, manufacture, installation, commissioning, operation, maintenance, inspection, technical diagnostics and decommissioning — and sets thresholds, exclusions and responsibilities for owners and specialized organizations. It applies broadly to equipment with working pressure above about 0.07 MPa, with specified exceptions.

Q: Who typically uses it?

A: Facility owners/operators, design and manufacturing engineers, maintenance and inspection bodies, accredited laboratories and Rostechnadzor inspectors — anyone responsible for safe use and regulatory compliance of pressure equipment.

Q: Is it current or superseded?

A: Superseded. The 2014 Order No. 116 (with later amendments) was replaced by Rostechnadzor Order No. 536 dated 15 December 2020; the new rules entered into force on 1 January 2021, and Order No. 116 is no longer in force.

Q: Is it part of a series?

A: It formed part of Rostechnadzor’s body of Federal Norms and Rules (FNP) on industrial safety, one of several FNPs addressing different classes of hazardous production objects; it was updated and coordinated with other FNPs and legal acts under the Federal law on industrial safety (116‑ФЗ).

Q: What are the key keywords?

A: Pressure equipment, boilers, vessels, piping, industrial safety, FNP ОРПД, technical diagnostics, non-destructive testing, registration, Rostechnadzor, emergency procedures.
