Rostechnadzor Order No. 533 dated 12.11.2013 of the Federal Service for Environmental, Technological and Nuclear Supervision about approval of Federal norms and regulations in the field of industrial safety 'Safety regulations for hazardous production facilities using lifting equipment' With Amendments dated 05.06.2016
Full title and description
Rostechnadzor (Federal Service for Environmental, Technological and Nuclear Supervision) Order No. 533 dated 12 November 2013 — "On approval of Federal norms and rules in the field of industrial safety: Safety rules for hazardous production facilities where lifting equipment is used". This Order establishes federal norms and rules (FNiP) setting mandatory safety requirements for the use, installation, inspection and maintenance of stationary and some types of mobile lifting equipment at hazardous production facilities (OPO).
Abstract
This document (FNiP No. 533 of 12.11.2013) defines safety requirements for hazardous production facilities that employ lifting facilities (cranes, hoists, lifting platforms and similar lifting devices). It covers organizational responsibilities, technical requirements for equipment selection, installation, commissioning, periodic and extraordinary technical inspection and testing, operational procedures, personnel qualification and training, documentation and incident/accident response procedures. The FNiP was amended in later orders and has subsequently been replaced by a newer FNiP; practitioners should check the current active rules before applying specific operational requirements.
General information
- Status: Replaced / superseded — the FNiP approved by Rostechnadzor Order No. 533 (12.11.2013) was later replaced by a newer FNiP (Rostechnadzor Order No. 461 dated 26.11.2020); the 533 text was also amended during its lifetime (notably by orders in 2016).
- Publication date: Approved 12 November 2013; registered with the Ministry of Justice on 31 December 2013 (registration No. 30992); effective from dates shown in publication (implementations and amendment dates vary).
- Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor).
- ICS / categories: primarily ICS 53.020 (Lifting equipment — cranes, lifting appliances and accessories); also relates to industrial/occupational safety and regulatory practice.
- Edition / version: Original order dated 12.11.2013 (with amendments, e.g. in 2016 — Order No. 146 of 12.04.2016 and other editorial changes); formally replaced by Order No. 461 (26.11.2020).
- Number of pages: varies by publisher/printing (typical official electronic versions reported at approx. 76–83 pages depending on formatting and inclusion of amendments).
Scope
The FNiP introduced by Rostechnadzor Order No. 533 applies to hazardous production facilities (OPO) at which lifting equipment is used and establishes mandatory requirements for: selection and design conformity of lifting equipment; safe installation, mounting and commissioning; rules for operation and maintenance; procedures for periodic and extraordinary technical inspections and load tests; qualifications and responsibilities of personnel; safety documentation and procedures for incidents and accidents. The rules explicitly exclude certain categories (for example, military/defense-exclusive equipment, certain atomic-energy facilities and several classes of non-applicable devices such as manually operated devices, standard passenger lifts and some specialized machines) as defined in the text.
Key topics and requirements
- Mandatory classification of lifting equipment used at hazardous production facilities and rules for placing equipment on the register/record.
- Technical requirements for selection, installation and commissioning of lifting devices (including requirements for foundations, support structures and attachment points).
- Operational safety procedures, including requirements for pre-start checks, use and storage of slings and accessories, safe working loads and prohibited work methods.
- Periodic and extraordinary technical inspections, static and dynamic load testing requirements (examples in the FNiP specify test loads such as 125% of nominal for many mechanisms and higher values for special types).
- Requirements for marking, technical documentation, records of inspection/repairs and marking of next inspection dates.
- Personnel requirements: qualification, training, medical fitness, instruction and distribution of responsibilities for operating and maintaining lifting equipment.
- Rules for emergency preparedness, incident/accident investigation, and actions to be taken in case of accidents or dangerous incidents.
Typical use and users
This FNiP has been used by owners and operators of hazardous production facilities that employ lifting equipment, safety and maintenance departments, design and installation contractors, certification and inspection bodies, Rostechnadzor territorial offices and industrial safety specialists. It was also used as a regulatory reference by training providers, expert organisations performing technical inspections and by legal/compliance teams advising on industrial safety obligations. Note that after replacement by later FNiP texts, users should refer to the currently active FNiP (Order No. 461/2020) for up-to-date mandatory requirements.
Related standards
Key related and successor documents include the later Rostechnadzor FNiP approved by Order No. 461 dated 26.11.2020 (replacement/successor to No. 533). Earlier national guidance and older rules (for example PB-series safety rules such as PB 10-382-00 and PB 10-611-03) were superseded or rendered non-applicable when FNiP No. 533 came into force; these in turn have been superseded or updated by the 2020 FNiP and associated government acts. Users should also consult relevant technical standards for cranes and lifting accessories, and sector-specific industrial safety rules where applicable.

FAQ
Q: What is this standard?
A: It is a Federal norms and rules document (FNiP) approved by Rostechnadzor as Order No. 533 on 12 November 2013 that set mandatory industrial-safety requirements for hazardous production facilities using lifting equipment.
Q: What does it cover?
A: The Order covers technical and organizational safety requirements for selection, installation, commissioning, operation, maintenance, testing and inspection of lifting equipment used at hazardous production facilities; it also specifies personnel qualification, documentation and incident/accident procedures.
Q: Who typically uses it?
A: Owners and operators of hazardous production facilities, maintenance and safety teams, designers and installers of lifting equipment, inspection and certification bodies, Rostechnadzor inspectors and industrial-safety consultants. After 2020, users should refer to the successor FNiP (Order No. 461/2020) for the current mandatory requirements.
Q: Is it current or superseded?
A: Superseded — the FNiP approved by Order No. 533 (12.11.2013) was amended during its effective period (e.g., in 2016) and later replaced by Rostechnadzor Order No. 461 dated 26.11.2020; therefore 533 is not the active FNiP for lifting-equipment safety as of the 2020 replacement. Users should consult the 2020 FNiP and any later amendments for current regulatory requirements.
Q: Is it part of a series?
A: Yes — it is one of the Federal norms and rules (FNiP) in the Rostechnadzor regulatory framework covering various sectors and hazards; the lifting-equipment rules belong to the set of FNiP documents that regulate industrial safety at hazardous production facilities. The 2013 FNiP replaced earlier PB documents for lifting equipment and was itself replaced by the 2020 FNiP.
Q: What are the key keywords?
A: Lifting equipment, cranes, hoists, FNiP, industrial safety, hazardous production facilities (OPO), technical inspection, load testing, Rostechnadzor, Order No. 533, Order No. 461 (successor).
