Heat networks (amd. 08.09.2015)
Full title and description
SN RK 4.02-04-2013 — Heat networks (СН РК 4.02-04-2013 «Тепловые сети»). National technical standard of the Republic of Kazakhstan defining requirements for the design, construction, testing, commissioning and safe operation of heat (district) supply networks, mains and associated installations; includes noted amendment dated 08 September 2015.
Abstract
This standard sets out technical rules and recommended solutions for external heat-supply networks (district heating): system layout, hydraulic and thermal calculations, selection of pipework and fittings, insulation, routing and supports, trenching and backfill, protective zones, pressure and leak testing, commissioning, operation and maintenance, and safety measures for personnel and the public. It is intended to ensure reliable, efficient and safe long-term operation of centralized heat-supply systems in urban and industrial environments.
General information
- Status: Active (state normative document of the Republic of Kazakhstan).
- Publication date: 2013 (with amendment 08 September 2015).
- Publisher: Committee for Construction, Housing and Communal Services (authorized state body responsible for construction norms), Ministry-level authority of the Republic of Kazakhstan.
- ICS / categories: 23.040.07 (pipelines for district heat); 91.140 (installations in buildings — heating and related systems); related construction/energy categories.
- Edition / version: Edition 2013; amended version including 2015 amendment.
- Number of pages: 43 (standard text, excluding annexes and amendments).
Scope
Applies to design, construction, reconstruction, technical re-equipment, testing and commissioning, and operation of hot-water and steam distribution networks and associated external installations within settlements, industrial sites and heat-supply service areas in Kazakhstan. The standard covers network planning, sizing and hydraulic balancing, thermal loss calculation, selection of materials and protective measures, trenching and laying methods, corrosion protection and insulation, safety/protection zones and procedures for pressure and leak testing and handing over to operation.
Key topics and requirements
- Definitions and system classification for heat networks (supply/return, primary/secondary, pre-insulated pipes).
- Rules for route selection, protected/prohibitive zones and land-use conditions adjacent to heat mains.
- Hydraulic and thermal calculation methods for pipelines and substations (flow rates, losses, temperature profiles).
- Material and product requirements: steel pipes, pre-insulated assemblies, fittings, valves, expansion joints and supports.
- Thermal insulation design, minimum insulation classes and methods to limit heat losses.
- Trench construction, bedding and backfill requirements, corrosion protection and cathodic measures.
- Requirements for assembly, welding, non-destructive testing, inspection and acceptance criteria.
- Pressure, hydrostatic and pneumatic testing procedures and acceptance tests before commissioning.
- Operational requirements: monitoring, maintenance schedules, emergency procedures and safe working practices.
- Environmental and safety provisions: disposal of wastes, protection from high-temperature hazards and requirements for public safety near heating facilities.
Typical use and users
Used by design institutes, district heating designers, civil and mechanical engineers, utilities and heat-supply companies, construction contractors, commissioning teams, municipal planners and regulatory authorities for specification, project documentation, construction oversight, testing and operational procedures of district heating systems.

FAQ
Q: What is this standard?
A: SN RK 4.02-04-2013 is the Republic of Kazakhstan’s state normative document specifying technical requirements and recommended practices for heat (district) supply networks (titled «Тепловые сети»).
Q: What does it cover?
A: It covers planning, hydraulic and thermal calculations, selection of materials and components, routing and trenching, insulation and corrosion protection, assembly, testing, commissioning, and operational and safety requirements for external hot-water and steam distribution networks.
Q: Who typically uses it?
A: District heating designers and engineers, utility operators, construction contractors, commissioning and testing teams, municipal planners and regulatory bodies in Kazakhstan and projects that follow Kazakh construction norms.
Q: Is it current or superseded?
A: The base document is from 2013 and it carries at least one recorded amendment of 08 September 2015. Check the national regulatory register or the authorised state body for any later amendments or replacement documents before using it as the sole compliance reference.
Q: Is it part of a series?
A: Yes — it forms part of the SN RK series of construction and engineering norms for building services and external engineering networks (the 4.02 group covers heating and related systems) and is commonly used together with related SN RK and SP RK documents addressing boilers, insulation, HVAC and external utility networks.
Q: What are the key keywords?
A: Heat networks, district heating, pipelines, hydraulic calculation, thermal insulation, commissioning, pressure testing, SN RK, Kazakhstan construction norms.
