Full title and description

SP 14.13330.2014 — "Строительство в сейсмических районах" (Seismic building design code). National set of rules establishing requirements for seismic design, layout and structural solutions, calculation for seismic loads, and detailing of elements and connections to ensure seismic resistance of buildings and structures in seismic regions of the Russian Federation. Includes Amendment No.1 (2015).

Abstract

This document provides the methodology and mandatory requirements used in the design and assessment of buildings and structures subjected to seismic action in Russia. It defines seismic zoning, site seismicity determination, soil (ground) categories, design response spectra, load combinations, structural systems and detailing rules intended to achieve required levels of seismic performance for constructions erected in seismicity zones (predominantly MSK/EMS seismic intensities 7–9).

  • Edition / version: Original release 2014, with Amendment No.1 (2015). Replaced by SP 14.13330.2018 (updated edition introduced 25 November 2018).
  • Number of pages: Approximately 105 pages (varies by publication format; versions that include annexes or combined files may show larger page counts up to ~130).

Scope

SP 14.13330.2014 sets out requirements for the seismic design of buildings and structures constructed on sites with significant seismicity. It covers determination of normative and design seismicity of a site, seismic zoning maps and their use, soil (subsoil) classification and its influence on design spectra, calculation methods (static and dynamic), load combinations including seismic actions, requirements for structural systems, elements, connections and detailing to ensure ductility and energy dissipation, and special measures (e.g., seismic isolation, foundations, geodynamic monitoring for hydraulic structures). The rules are principally aimed at sites with seismic intensities in the higher ranges (commonly MSK/EMS 7–9) and provide constraints and procedures where extremely high seismicity is reported.

Key topics and requirements

  • Seismic zoning and use of state seismicity maps (OSR series) for assigning site normative seismicity.
  • Site-specific determination of design seismic action, including requirements for geotechnical investigation and, where necessary, seismic microzonation.
  • Classification of soil/ground categories and factors modifying design spectra (soil amplification, nonlinearity coefficients).
  • Definition and construction of design response spectra and spectral shapes for different region/soil combinations.
  • Static equivalent and dynamic modal response spectrum analysis procedures for structures.
  • Load combinations and partial safety factors that include seismic actions and associated accidental effects.
  • Prescriptive and performance-related rules for structural systems, member detailing and joints to ensure ductility and progressive resistance under seismic loads.
  • Special provisions for foundations, buried structures, hydraulic structures and for cases with exceptionally high seismicity.
  • Guidance on seismic isolation and energy-dissipating devices where applicable.

Typical use and users

Used by structural and geotechnical engineers, seismic specialists, architects, design institutes, construction companies and building control authorities working on projects in seismic regions of the Russian Federation. Also implemented in engineering software for seismic analysis (response spectrum definitions and code-check modules) and used as a reference when comparing national practice with international codes (for example Eurocode 8) in cross-border projects or research.

Related standards

Closely related to earlier and later national normative documents: SNIP II‑7‑81* (older regulatory framework), SP 14.13330.2018 (updated/superseding edition). It interfaces with other SP documents governing material- and system-specific design (for example structural SPs for steel, concrete and masonry) and with geotechnical and seismic zoning publications used as normative input.

FAQ

Q: What is this standard?

A: SP 14.13330.2014 is a Russian national set of rules titled "Construction in seismic regions" (Seismic building design code) that specifies seismic design requirements for buildings and structures in seismically active areas.

Q: What does it cover?

A: It covers seismic zoning and site seismicity determination, ground classification, design response spectra, calculation procedures (static and dynamic), load combinations including seismic actions, structural system requirements, detailing for seismic resistance, foundation and specialized provisions for hydraulic and other sensitive structures.

Q: Who typically uses it?

A: Structural and geotechnical engineers, seismic specialists, architects, design organizations, construction companies, regulators and software developers performing structural analysis for projects in Russian seismic regions.

Q: Is it current or superseded?

A: SP 14.13330.2014 was published on 1 June 2014 and issued an amendment in 2015. It has been superseded by an updated edition, SP 14.13330.2018 (introduced 25 November 2018), and is no longer the active current edition for new design work.

Q: Is it part of a series?

A: Yes. It is part of the national "SP" (Свод правил) series of regulatory documents used in Russian construction practice and replaces or updates provisions of legacy СНиП documents (notably СНиП II‑7‑81* in the seismic domain). It also interacts with other SP documents that cover material-specific and disciplinary design requirements.

Q: What are the key keywords?

A: Seismic, earthquake, seismic zoning, response spectrum, soil category, dynamic analysis, ductility, seismic isolation, Russian building code, SP 14.13330.2014.
