- Assessing current competence and identifying gaps at individual, team and organizational levels.
- Risk-based prioritization of competence-development actions.
- Four-stage training/development cycle: define needs → design and plan → provide/implement → evaluate effectiveness.
- Guidance on selecting internal vs external training resources and purchasing training-related products/services.
- Involvement of personnel in the process to support ownership and better outcomes.
- Monitoring, measurement and continual improvement of competence-management and people-development activities.
Typical use and users
Used by quality managers, HR and talent-development professionals, training designers, operational managers, internal auditors, and consultants who design or oversee competence and training systems. Organizations implement ISO 10015 to align workforce competence with quality objectives, regulatory needs and customer requirements. It is also used as guidance when integrating training and competence activities into a wider ISO 9001-based quality management system.
Related standards
ISO 10015:2019 supersedes ISO 10015:1999 (withdrawn). It complements other ISO guidance on people and quality, for example ISO 10018:2020 (Guidance for people engagement) and is intended to be used alongside ISO 9001 (Quality management systems — Requirements). The standard was prepared by ISO/TC 176/SC 3 (quality management and related processes).
