Full title and description
St ISO 37153-2024 — Smart community infrastructures — Maturity model for assessment and improvement. This international standard specifies a Community Infrastructure Maturity Model (CIMM) approach to assess technical performance, processes and interoperability of one or more community infrastructures and to identify improvement targets that inform investment and planning decisions.
Abstract
This document provides the basis, requirements and guidance for assessing the level of performance, process and interoperability of community infrastructure(s) and for setting targets for improvement using a maturity-model approach. It is applicable to all types of community infrastructure (for example energy, water, transportation, waste and ICT), to single or multiple infrastructure types, to communities of differing size and development stage, and to all relevant lifecycle stages (planning, design, construction, operation and decommissioning). The standard also recognises natural systems such as green infrastructure as a valid form of infrastructure.

Scope
ISO 37153:2024 provides requirements and guidance for a maturity-model framework to evaluate and improve community infrastructure(s). The scope covers assessment of technical performance, processes and interoperability, and the document supports identification of gaps and prioritised targets for investment and improvement. It applies across infrastructure types (energy, water, transportation, waste, ICT and others), for single or combined infrastructures, to communities of any size or economic stage, and throughout the infrastructure lifecycle.
Key topics and requirements
- Definition and use of a Community Infrastructure Maturity Model (CIMM) for assessment and improvement planning.
- Assessment dimensions addressing technical performance, process maturity and interoperability between systems.
- Guidance for setting measurable targets and prioritising investments based on identified gaps.
- Applicability to multiple infrastructure types (energy, water, transport, waste, ICT) and inclusion of natural/green infrastructure.
- Consideration of all lifecycle stages: planning, design, construction, operation and decommissioning.
- Support for stakeholders and decision-makers to align infrastructure improvements with community outcomes and resilience objectives.
Typical use and users
Municipalities and local authorities, infrastructure owners and operators, urban planners, system integrators, consultants, policymakers, funding bodies and researchers use ISO 37153 to assess current maturity levels, benchmark infrastructures, prioritise investments, and plan staged improvements to interoperability, performance and lifecycle practices. The standard is intended for both single-infrastructure projects and multi-infrastructure community programmes.
Related standards
ISO 37153 is part of the broader ISO smart community / infrastructure family (ISO 37150–37199 series). Relevant companion documents cover frameworks for smart community infrastructure, specific guidance for infrastructure domains and related technical reports (for example ISO 37151 / ISO 37154 and others in the Smart Community Infrastructure collection). Users commonly apply 37153 alongside other ISO 371xx standards when developing comprehensive smart-community strategies.

FAQ
Q: What is this standard?
A: ISO 37153:2024 is an international standard that defines a maturity-model approach (CIMM) to assess and improve community infrastructures’ technical performance, processes and interoperability.
Q: What does it cover?
A: It covers the framework, requirements and guidance needed to evaluate infrastructure maturity, identify gaps, and set targets for improvement across infrastructure types and lifecycle stages.
Q: Who typically uses it?
A: City and community planners, infrastructure owners/operators, consultants, system integrators, policymakers, and financiers — anyone involved in assessing, planning or funding community infrastructure improvements.
Q: Is it current or superseded?
A: Current. ISO 37153 was updated and republished in 2024 (Edition 2) and replaces the 2017 edition.
Q: Is it part of a series?
A: Yes — it sits within the ISO smart community infrastructures family (ISO 371xx series) and is intended to be used alongside related standards in that collection.
Q: What are the key keywords?
A: Smart community infrastructures, maturity model, assessment, interoperability, performance, lifecycle, CIMM, improvement planning, resilience.
